Why 720 is not 72%, the waiting period that grows with each attempt, and what can and cannot be appealed

The score is not a percentage
Section 9 explains how it is decided.
"The Claude Certified Associate – Foundations exam is a criterion-referenced assessment: each candidate is measured against a fixed performance standard, not against other candidates."
And where 720 comes from
"The passing score was established through a formal standard-setting study in which trained subject matter experts judged the level of performance expected of a minimally qualified candidate. The score is reported on a scaled range of 100–1,000, and the cut score is 720."

720 on a 100–1,000 scale is not 72% of items correct, and the guide does not publish how many correct answers produce a 720.
What the score report is for
"Section-level percentages are provided to help you understand your performance and are not used to determine your pass or fail result, which is based on your total scaled score."
If you do not pass, the per-domain percentages are the map of where to read again — which is why this course keeps the guide's domain order rather than inventing one, so the mapping is direct.
The retake schedule
Section 11 sets it out.
"Waiting periods increase with each failed attempt: 14 days after the first, 30 days after the second, and 90 days after the third. You may take an exam up to four times within a rolling twelve-month period."

Three consecutive failures therefore mean
14 + 30 + 90 = 134 days of waiting
And the fee is payable each time. The guide states "The exam fee applies to each attempt."
The one consolation
"Limits apply per exam, so not passing one exam does not prevent you from registering for a different one."
What an appeal can reach
Section 15 gives 14 days.
"You may appeal a decision within 14 days of the date you are notified of it, or, for a concern about your exam result, within 14 days of your exam date."
But it is explicit about the limits.
"The standard-setting outcome and the content of individual exam items are not subject to appeal."
So arguing that an item was badly written, or that 720 is set too high, is out of scope. What can be appealed is the process, not the exam.
When it lies
"720 means 72%, so you need 44 of 60." That arithmetic has no source. The result is a scaled score and the guide publishes no conversion.
"Fail and sit it again tomorrow." The minimum wait is 14 days.
"Just get the big domains right." The result comes from the total scaled score, not from domains. Writing off domain 7 entirely still writes off 10% of the total.
